Industry Expert Consultation for Sustainable Public Procurement of Room Air Conditioners

The air-conditioning market in India has grown at an unprecedented rate of 18-20% over the last decade. The Ministry of Finance has set up a Task force on Sustainable Public Procurement (SPP). UNEP and USAID are providing technical assistance to support this endeavor. Room Air-conditioners have been identified as a high priority product and the MAITREE team has developed the broad SPP framework and specifications for launching green room air conditioners.
On January 7, 2021; a meeting of industry experts was organized to seek feedback on the recommended specifications and criteria. The meeting received participation from GeM, BEE, BIS, Ozone Cell, EESL, CLASP, as well as air conditioning industry; Carrier, Hitachi, Bluestar, Godrej, Voltas, Daikin, Mitsubishi, ETA General, LG, CEAMA, Samsung, etc. The sustainable public procurement framework and criteria received a wide acceptance from the industry.

The NZEB Alliance is a network of innovators and early adopters of NZEBs in India. The Alliance aims to accelerate the building sector towards NZEB goals by providing an open forum for exchange of thoughts, ideas, and success stories. The Alliance membership is open to all private and public companies, institutions, associations and individuals interested in advancing NZEB initiatives, energy efficient technologies, best practices, policies, and programs.

Knowledge Centre on the NZEB Portal

The Knowledge Centre on the NZEB portal contains guidelines on passive and active building design strategies, energy efficient building technologies, and renewable energy systems relevant for making a building energy neutral. Links to tools to calculate energy savings, payback periods of energy efficiency measures and renewable energy systems are also included to assist selection of NZEB measures.

Opinion: Be Lean, Be Mean and Be Green – Strategy for Design and Performance of NZEB
|
A Net Zero Energy building with extremely low energy demand can be achieved if the right process is followed throughout the project. Dr Satish Kumar enumerates a three step process to achieve NZEB - “Be Lean (load reduction through better design), Be Mean (meeting the loads with the most appropriate energy efficient technology), and Be Green (making an informed choice about the use of on-site or off-site renewables to power the building)”. He says "one can reduce the energy consumption by 50% at each of the above steps and bring down the EPI of an average building from 200 kWh/m2/year to 25 kWh/m2/year, making the job of building a NZEB very close to reality." He further enumerates a three-point recipe, for operating NZEBs to reduce the risk of under-performance and achieve superior performance in line with design.

CIC Zero Carbon Park (CIC ZCP), Hong Kong

Kowloon’s CIC-Zero Carbon Park is Hong Kong’s first net zero energy and carbon emissions complex built in 2012. This 1,4000 sft facility including office and exhibit areas is developed by the Construction Industry Council (CIC). Even in the challenging sub-tropical climate, many passive strategies have been integrated in the building design. Adequate daylight, insulation, wind catchers and earth cooling system reduces thermal loads significantly while providing comfort. Electrical and Mechanical Modular Integrated Construction (emMiC) for Stormwater Air-conditioning System utilizes stormwater as a condensing medium for the air-conditioning system. Andhra Pradesh makes energy conservation code mandatory for commercial buildings
|
The state government has made Andhra Pradesh Energy Conservation Building Code (APECBC) mandatory to get building approvals for all commercial buildings with a plot area of 10,000 sft or built-up area of 20,000 sft. Further, the Code will be mandatory for all multiplexes, hospitals, hotels and convention centres irrespective of their built-up area. Read more.

Carbon Neutrality by 2050 is the world’s most urgent mission

Carbon levels are at a record high and the past decade has been the hottest of all times on record. There is a need to cut production of fossil fuels by 6% annually between present times and 2030 to fight climate change, but instead the world is on a track for a 2% annual rise. With the adoption of the Paris Agreement by countries, a movement of carbon neutrality is paving its way and it is expected that 70% of the world economies will commit to achieve net zero emissions by 2050. UK Government announces plans to make new homes net zero by 2025
|
The new net zero homes are expected to produce 75-80% less carbon emissions as compared to current levels. To ensure industry is ready to meet the new standards by 2025, new homes will be expected to produce 31% lower carbon emissions from 2021. Read more

5th edition of 2020 Global Status Report for Buildings and Construction is published
|
The annual report by GlobalABC highlights that the building sector is far from being on track for decarbonisation, notwithstanding the effects of COVID-19. However, it is possible to achieve net-zero by 2050 using existing technologies with bold action, policy and investments. About USAID MAITREE program
USAID-led Market Integration and Transformation for Energy Efficiency program (MAITREE) is a four-year bilateral program with the Ministry of Power. MAITREE supports efforts for moving towards a super-efficient and Net Zero Energy target for new buildings. EDS is the implementing partner of this program.
